马来西亚在2007年7月13日和中国签署贷款协议，向中国借贷马币27亿元（约八亿美元）兴建槟城第二大桥；这笔贷款为期20年，年利3%。这笔贷款，是中国有史以来借贷给外国单一项目的最大笔贷款。

槟城第二大桥预计在2013竣工，全长24公里，其中17公里是在马六甲海峡海面上。竣工后，它将是东南亚最长桥梁。该工程是由马友乃德集团旗下马友乃德建筑（UEMConstruction）与中国港湾工程有限责任公司签署联营合约，这两家公司负责承建槟城第二大桥。
